In the circumstances, I think our

recommendation would certainly be to take no

action in advance of any action by the Japanese,

and I am very doubtful whether we can really

make up our mind in advance of any such action

on the policy to be followed subsequent to it.

Perhaps, however, it would be a good

thing to have another meeting in the light of

anything that the Board of Trade discover at

their meeting with the ship owners.
